HTX and ST Engineering sign five-year MoU on space technology for public safety

Singapore’s Home Team Science and Technology Agency (HTX) and ST Engineering have signed a five-year memorandum of understanding to establish a space technology programme aimed at strengthening public safety operations.

The agreement was announced at the Milipol TechX Summit (MTX) 2026 and is intended to support the co-development of space-based science and technology capabilities for Singapore’s Home Team.

According to the organisations, space-based capabilities such as satellites could improve observational and early-warning functions, including detecting and monitoring hazardous gas plumes offshore. They said earlier detection could provide first responders with additional lead time to respond and mitigate incidents.

“We are continually exploring how science and technology can unlock new capabilities for the Home Team. Space technologies, in particular, offer significant potential, such as the early detection and monitoring of hazardous gas plumes offshore. This capability enables faster and more effective responses to save lives and safeguard public safety,” said Chan Tsan, Chief Executive of HTX.

“Satellite missions are set to play a greater role in public safety operations. As a strategic partner to HTX, we are applying our expertise in Earth observation satellites, geospatial services, and advanced digital technologies to jointly develop space-based capabilities that strengthen public safety outcomes,” said Low Jin Phang, Chief Operating Officer for Defence & Public Security and President for Digital Systems at ST Engineering.

The partnership builds on existing collaboration between HTX and ST Engineering in science and technology areas linked to public safety, the organisations said.
